The shooting happened around 8:15 pm in a parking lot near the In-N-Out restaurant on 12th Avenue and Centennial Drive.
Hanford police say 23-year-old Daniel Dawson was found dead outside of a vehicle.
A second man was taken to a local hospital, where he remains in critical condition.
Officers say 27-year-old Rafael Estrada ran away from the scene after opening fire on the victims.
He was arrested the following day at an apartment complex in Goshen.
"Daniel was a remarkable young man. His eyes weren't the only thing that was bright," said Joseph Dawson, Daniel's older brother.
He was young but he was incredibly talented."
Joseph says Daniel was full of life and family-oriented, and a father to a three-month-old baby girl
"We are still investigating a 100% motive in regards to this. However we do believe that illegal drug transaction could have been a factor in the homicide," said Hanford Police Lt. Justin Vallin.
Estrada was located by police at a family member's apartment in Goshen.
He was booked in the Kings County Jail and is facing murder and attempted murder charges.
In the meantime, Dawson's family, especially his mother, is having to endure the pain of losing her youngest son.
"My family is strong, Daniel is a United States Gold Star Family member, and our eldest brother was killed in Afghanistan in 2010 (at 20 years old). He was the firstborn and Daniel was the last born, so my mother has now endured the loss of her first and fourth-born sons," said Joseph.
Joseph is a sheriff's deputy in the family's hometown of Tunica, Mississippi.
He expressed his gratitude to the Hanford Police Department for the quick work to arrest a suspect.
The family is now waiting patiently as they make arrangements back home for Daniel's funeral.
Police say surveillance and witnesses were critical in this investigation.
This marks the first homicide in the city this year.
